Find the Right TA
TA Vendors included in the TA Catalog were carefully selected for their proven TA success and relevant expertise in areas identified by MassHealth ACOs and CPs as TA priorities. Additional TA Vendors will be introduced in the fall of 2020 to ensure that the TA Catalog continues to address emerging ACO and CP priorities.
Currently, the TA Catalog includes TA Vendors with expertise in nine TA Domains:
- Actuarial and Financial
- Care Coordination/Integration
- Community-Based Care and Social Determinants of Health
- Consumer Engagement
- Flexible Services
- Health Information Technology/Health Information Exchange (HIT/HIE)
- Performance Improvement
- Population Health Management
- Workforce

Initiate the TA Process
Once you have decided on a TA project, you can initiate the TA process by completing a non-competitive TA application. The TA application asks you to briefly describe how your proposed TA project helps strengthen your organization in one or more TA Competency Areas. You will also request your preferred TA Vendor. Once MassHealth approves your TA application, you can begin negotiating your specific TA scope of work with your preferred TA Vendor. If your preferred TA Vendor is unavailable, we will help you figure out another option.
You can also submit an application for an Off the Shelf TA project. Once MassHealth approves the application, you can work directly with the TA Vendor to initiate your project.
MassHealth ACOs and CPs may submit TA applications for currently active TA Cards. For questions about TA Card end dates, please contact us.
Understand Your TA Card
In each year of the Massachusetts Section 1115 waiver, every MassHealth ACO and CP will receive a “TA Card” with an allocation of DSRIP Statewide Investments funding to support discrete, time-limited TA projects. TA Cards can be “redeemed” for the services of any TA Vendor listed in the TA Catalog. Each TA Card is typically good for one year; funds not spent at the end of the year are returned to the general pool of TA funding for reallocation across all ACOs and CPs.

- Year 2: January 1, 2019 – December 31, 2019 (this overlaps Year 1)
- Year 3: January 1, 2020 – December 31, 2020
- Year 4: January 1, 2021 – December 31, 2021
- Year 5: January 1, 2022 – June 30, 2022

Keep Your TA Project on Track
The Quarterly Report for TA Vendors and the brief Bi-annual Report form asks questions about your timeline, budget, goals, and what it is like working with your TA Vendor. The quarterly reports, which are completed by TA Vendors, help us to make sure you are on track with your TA project and let us know if additional support is needed to stay on target to accomplish your goals for the year. We will remind you when it is time to complete your Semiannual Report.
